Governor Reynolds Extends Closures Until April 30

Gov. Reynolds signed a new proclamation extending the State Public Health Emergency Declaration this afternoon. The proclamation orders the closure of schools until April 30th, waiving time requirements if school districts put in place a continuous learning plan. 

The proclamation also extends closures and limits placed on bars and restaurants, previously identified retail stores, prohibits social gatherings of more than ten people, and continues to ban nonessential and elective surgeries until April 30th. It also extends and expands the previously granted regulatory relief and other measures until April 30th. This include the regulatory relief in the March 26 declaration targeted at aging services.  Additionally, the Iowa Legislature has stated it will also postpone until April 30th 

The following are extended until April 30:   

  • Schools will be closed.  

  • Senior centers/adult day will be closed.  

  • The following businesses will be closed: Restaurants and bars, fitness centers, swimming pools, salons/barbershops, medical spas, tattoo establishments, tanning facilities, massage therapy, theaters, casinos,  

  • Other nonessential retail establishments shall be closed, including: Bookstores; clothing stores; shoe stores; jewelry stores; luggage stores; cosmetic, beauty, or perfume stores; florists; and furniture and home furnishing stores shall continue to be closed. These establishments may still serve the public through online or telephone sales, delivery, or curb-side pick-up. This closure order does not affect other retail establishments, such as discount stores, grocery stores, or pharmacies that sell these goods in addition to other essential food, medical supplies, and household goods. 

  • A suspension of mass gatherings of 10 or more people.  

  • A suspension of nonessential medical and dental services.  

  • Mandatory screenings of health facility staff. 

  • All previous regulatory relief related to health facilities and aging services, as outlined in the March 26, emergency proclamation.  

  • Suspension of involuntary discharge for nonpayment.  

  • Professional licensing relief. 

  • Prohibiting on evictions under the landlord tenant law.  

  • Licensing of motor vehicle renewals.   

New regulatory relief:  

  • Suspending an applicant for a license as a plumbing or mechanical system professional to complete an examination within one year from the date of the application.
